Civil service is supported by organizational culture which is reflected in the existence and enforcement of rules, procedures for selecting leaders, lecturer ethics, student ethics, education staff ethics, reward and sanction systems as well as service guidelines and procedures (administration, library, laboratory and studio). The civil service system (input, process, output and outcome as well as the external environment that guarantees the implementation of good civil service) must be formulated, socialized, implemented, monitored and evaluated with clear regulations and procedures.<\/p>\n<p>Briefly describe the system and implementation of civil service in the Study Program to elect leaders and build a civil service system that is credible, transparent, accountable, responsible and fair.<\/p>\n<\/p>\n<p><b>Civil service system in the Art Education Study Program<\/b><\/p>\n<p>The governance system developed in the Art Education Study Program has met the five criteria for a good governance system, namely credible, transparent, accountable, responsible and fair. The following is a description of the explanation.<\/p>\n<p><b>1. <\/b><b>Credible<\/b><\/p>\n<p>Credibility relates to things that can be trusted. The Head of the Study Program, Head of the Laboratory, and the board of lecturers in the Art Education Study Program are selected individuals and individuals who have competence in their respective duties and responsibilities. The leaders of the study program and the lecturer council for the art education study program are individuals who are highly committed to advancing the world of education, especially fine arts education, have scientific competence in the field of fine arts education, and high spirituality who can serve as role models for students. Credibility in the fine arts education study program continues to be maintained as a form of shared commitment.<\/p>\n<p>One indicator of administrative credibility in the Art Education Study Program is the existence of clear mechanisms and regulations governing the requirements for leadership candidates at Universitas Sebelas Maret. These regulations are stipulated in the Rector\u2019s Regulation of Universitas Sebelas Maret Number 517\/UN27\/HK\/2017 concerning the Election of the Rector of Universitas Sebelas Maret, and the Rector\u2019s Regulation of Universitas Sebelas Maret Number 125\/UN27\/KP\/2015 concerning the Election of Vice Rectors, Deans, Vice Deans, and Heads of Study Programs at Universitas Sebelas Maret.<\/p>\n<p>Apart from that, there is also the Sebelas Maret University Chancellor&#8217;s Regulation Number: 127\/UN27\/KP\/2015 concerning the Determination and Appointment of Vice Chancellors, Deans, Deputy Deans, Directors, Deputy Directors, Heads of Institutions, Secretary of Institutions, Heads of Study Programs, Heads of Laboratories\/Workshops \/Studio, and Head of Center at Universitas Sebelas Maret. In Chapter II Article 2, it is stated that the requirements for being appointed as a candidate for head of a study program are: (1) Faith and devotion to God Almighty; (2) Have worked actively as a permanent lecturer for at least 2 (two) consecutive years in the study program concerned; (3) Have a good personality, high intelligence and creativity, high responsibility for their duties, and good personal, social and work relationships with parties inside and outside the university; (4) Never been sentenced to prison based on a court decision that has permanent legal force; (5) Not currently undergoing a study assignment for more than 6 (six) months or a study permit for further studies which leaves out the tridharma duties of higher education as stated in writing; (6) At the time of the announcement of the vote the maximum age is 60 years; (7) Every element in the job implementation assessment list (DP3) for civil servants (PNS) for 2013 must be at least good, except for the element of loyalty which must be very good, and the 2017 PBS work performance assessment must be at least good. ; (8) At the time the voting is held, do not hold the same\/equivalent position for two consecutive times; (9) Make a written statement: (a) willing to be nominated as leader, (b) submit a curriculum vitae, (c) willing to fulfill obligations and not violate the prohibitions as stated in Government Regulation Number 53 of 2010 and other applicable laws and regulations, (d) willing to not take further studies while holding office; (10) Have academic qualifications and a minimum functional position of Master\/Sp, Lector; (11) The head of the study program has a master&#8217;s or doctoral scientific discipline that is in accordance with the scientific discipline developed in the study program.<\/p>\n<p>This credibility is implemented in a civil service system that provides ample space for self-development, both for educators and education staff. Activities carried out include attending <i>workshops<\/i>, national seminars, learning training, conferences, and so on. The division of tasks is carried out clearly in accordance with the Regulation of the Minister of Education and Culture of the Republic of Indonesia number 82 of 2017 concerning the Organization and Work Procedures of Universitas Sebelas Maret. Head of Study Program, Head of Laboratory, quality assurance team, development unit and administrative staff work synergistically to achieve the vision and mission of the Study Program. All of these activities are coordinated by the head of the study program to achieve optimal levels of work discipline and achievement. Administrative activities are handled by professional administrative staff.<\/p>\n<p><b>2. <\/b><b>Transparent<\/b><\/p>\n<p>The system of governance implemented in the Fine Art Education Study Program has been implemented <b>transparently.<\/b> This form of transparency is reflected in the availability and ease of access to various regulations and policies relating to the management of study programs, namely through the LPPMP page <span style=\"text-decoration: underline;\"><a href=\"http:\/\/lppmp.uns.ac.id\/\">(http:\/\/lppmp.uns.ac.id, http:\/\/senirupa.fkip.uns.ac.id)<\/a><\/span> and various social networks owned by the study program. Important information about various study program activities (lecture schedule, distribution of supervisors, scholarship announcements, exhibition activities, seminars, and so on) is routinely uploaded to the study program website so that it can be easily accessed by the wider community.<\/p>\n<p>The transparency of the civil service system is also reflected in the system for directly evaluating the performance of superiors to subordinates. In this case, the head of the study program provides a performance assessment to the lecturer so that there is a communication process from the head of the study program to the lecturer and vice versa. Apart from that, study program meetings held regularly at the beginning and end of the semester can also be used as a medium for realizing transparency in study program management. The head of the study program openly reports to the lecturer council regarding the management of the study program, such as dividing schedules, mentoring, and managing activity budgets.<\/p>\n<p>Meanwhile, regarding the transparency and accountability of the study program to the faculty regarding budget use, the study program is required to prepare activity reports and financial reports to the faculty. In this way, all study program financial management can be accounted for and transparent. This transparent system of governance is guaranteed through a clear FKIP Quality Manual so that all managerial activities (planning, organizing and controlling) of the study program can run effectively. The result of this transparent governance system is the trust of <i>stakeholders<\/i> in the management of the study program.<\/p>\n<p><b>3. <\/b><b>Accountable <\/b><\/p>\n<p><b>Accountability<\/b> is the ability to provide rationalization for the tasks carried out. In carrying out their tasks, the team has the ability to solve problems proportionally, rationally and measurably. The accountability of the study program governance system shows accuracy and obedience in managing activities and budget accountability.<\/p>\n<p>The system of civil service developed by the study program is always in line with the system developed at the university level, namely through an internal quality audit mechanism by LPPMP UNS. In its implementation, the quality assurance system is divided into internal and external quality assurance. The Internal Quality Audit (AMI) is carried out by LPPMP. Meanwhile, external quality assurance is carried out by BAN PT and ISO <i>surveillance<\/i> audits by PT BSI Group Indonesia. Currently the ISO implemented in the fine arts education study program is ISO 9001: 2015.<\/p>\n<p>Apart from the quality assurance system, accountability is also realized in financial management. All activity reports carried out by the study program are always accompanied by complete financial reports with evidence of financial expenditure which is arranged clearly and neatly.<\/p>\n<p><b>4. <\/b><b>Responsibility<\/b><\/p>\n<p>The Fine Arts Education Study Program implements a governance system that is responsible for the learning process through regular study program meetings attended by the lecturer council and educational staff to ensure the study program&#8217;s various academic and non-academic services run well. The study program is fully responsible for the course of the learning process, the quality of services (academic and non-academic), as well as running a <i>monitoring<\/i> and evaluation system to ensure the growth of a conducive academic atmosphere at the study program level. Therefore, study program leaders always evaluate the performance of lecturers and education staff on an ongoing basis in accordance with their respective duties and responsibilities.<\/p>\n<p>To create a responsible governance system, the Fine Arts Education Study Program implements an orderly recording\/documentation mechanism for every activity carried out at the study program level. Activities related to institutional tasks are always supported by an Assignment Letter or Dean&#8217;s Decree, such as a vision and mission formulation team, accreditation document preparation team, scientific seminar committees, and so on.<\/p>\n<p><b>5. <\/b><b>equitable<\/b><\/p>\n<p>The Fine Arts Education Study Program always adheres to the principle of justice in carrying out institutional activities. There is no special treatment for all academics in the context of the regulations implemented. Implementation of a justice system for lecturers includes, among other things, equal distribution of teaching loads, mentoring, equal opportunities to carry out P2M activities, and so on. Apart from that, the study program also implements a <i>reward<\/i> and <i>punishment<\/i> system in accordance with applicable regulations. This refers to the UNS Chancellor&#8217;s regulation number 582\/UN27\/HK\/2016 concerning the Implementation and Management of Undergraduate Program Education.<\/p>\n<p>Activities in order to monitor the performance of study programs to achieve KPI (<i>Key Performance Indicator<\/i>) are carried out in faculty work meetings led by faculty leaders involving all heads of study programs in the faculty.<\/p>\n<\/div><\/div><\/div><\/div><\/div>\n","protected":false},"excerpt":{"rendered":"","protected":false},"author":2,"featured_media":0,"parent":0,"menu_order":2,"comment_status":"open","ping_status":"closed","template":"","meta":{"footnotes":""},"class_list":["post-7111","page","type-page","status-publish","hentry"],"_links":{"self":[{"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/pages\/7111","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/pages"}],"about":[{"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/comments?post=7111"}],"version-history":[{"count":3,"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/pages\/7111\/revisions"}],"predecessor-version":[{"id":7979,"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/pages\/7111\/revisions\/7979"}],"wp:attachment":[{"href":"https:\/\/senirupa.fkip.uns.ac.id\/en\/wp-json\/wp\/v2\/media?parent=7111"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
